Pretpostavke i značaj razvoja zadružnog sektora u Republici Srbiji

Abstract

У раду се разматрају историјски развој, упоредни аспект и савремени појам и улога задруга у свету. Кључни циљ рада је анализа тренутног степена развоја задружног сектора, значаја који би има- ло његово унапређење за привреду Републике Србије и грађане, као и предуслова за значајно подизање степена развоја. На основу расположивих података може се закључити да је задружни сектор у Србији недовољно развијен и тренутно је ре- гистровано свега 1509 задруга свих врста. Развијен задружни сек- тор је од великог значаја за укупну привреду с обзиром да омогућава постизање нивоа економије обима у пословању малих субјеката који они индивидуалним активностима не би могли да достигну. Наиме, удружени мали привредни субјекти могу набављати репроматеријал под повољнијим условима, могу успешније пласирати своје произво- де и услуге, могу инвестирати у заједничке прерађивачке капаци- тете или заједнички користити опрему која не би била економски оправдана за индивидуалну употребу. Анализе које чине основу овог рада показале су да је у циљу унапређења задружног сектора неопходно унапредити законски ок- вир и пословни амбијент од значаја за пословање задруга. Кључна унапређења са аспекта законског оквира састоје се у омогућавању оснивања штедно-кредитних задруга, решавању имо- винских односа и задружне ревизије, док су у области унапређења оп- штег пословног амбијента од значаја за задружни сектор питања пореског третмана задруга, субвенција везаних за пољопривредне задруге и државне помоћи при оснивању и током пословања задруга.

The paper discusses historical development, comparative aspect and contemporary concept and role of cooperatives in the world. The key objective of the paper is to analyze the current level of development of the cooperative sector, the importance that would have its improvement for the economy of the Republic of Serbia and the citizens, as well as the preconditions for significantly increasing the level of development Based on available data, it can be concluded that the cooperative sector in Serbia is underdeveloped and only 1509 cooperatives of all types are currently registered. The developed co-operative sector is of great importance for the overall economy, since it enables the achievement of the level of economies of scale in the operations of small entities that they would not be able to achieve by individual activities. Namely, joint small business entities can purchase raw materials under more favorable conditions, can better sell their products and services, can invest in joint processing capacities, or jointly use equipment that would not be economically justified for individual use. The analyzes that form the basis of this paper have shown that in order to improve the cooperative sector, it is necessary to improve the legal framework and business environment of importance for the operations of the cooperative. Key improvements from the aspect of the legal framework consist in enabling the founding of savings and credit co-operatives, resolving issues related to property relations and cooperative audit, while in the field of improvement of the general business environment it is of importance for the cooperative sector issues of tax treatment, subsidies related to agricultural cooperatives and state aids in establishment and operation of the cooperative.
