dc.description.abstractU službeničkim sistemima modernih država, pa i Republike Srbije, kao nezaobilazno se postavlja pitanje koji su to standardi ponašanja javnih službenika. Propisivanje određenih standarda ponašanja službenika prilikom vršenja javne funkcije ima za cilj da kod njih stvori jasnu predstavu o svom položaju i ukupnom društvenom značaju delatnosti kojom se bave. S tim u vezi u radu se analizira segment službeničkog sistema koji se odnosi na etiku rada i ponašanja koja je u pravnom smislu utemeljena u sistemskim zakonima i etičkim kodeksima. S druge strane, kao jedan od važnih zadataka zemalja kandidata za članstvo u EU jeste i implementacija administrativnih principa, vrednosti i standarda EU. U okviru evropskih regionalnih, međunarodnih i multilateralnih organizacija doneti su brojni dokumenti u kojima su definisani standardi ponašanja javnih službenika. U ovom delu, predmet pažnje je na analizi standarda ponašanja na nivou EU i evropskih regionalnih organizacija koje su dale veliki doprinos u njihovom definisanju i primeni.sr
dc.description.abstractIn the civil service systems of modern states, including the Republic of Serbia, as an inevitable question is what are the standards of conduct of public officials. Prescribing certain standards of conduct of officials when are performing a public function is aimed at creating a clear idea about their position and the overall social significance of their activity. In this context, the paper analyzes the segment of the civil service system that relates to the ethics of work and conduct, which is legally founded in systemic laws and ethical codes. On the other hand, one of the important tasks for each candidate countries is to implement administrative principles, values and standards EU. Within of European regional, international and multilateral organizations, a number of documents have been drawn up which define the standards of public officials’ conduct. In this part of the paper, attention is on the analysis of standards of conduct at the EU level and European regional organizations that have made a major contribution to their definition and implementation.sr
