Programski budžet, njegove karakteristike i značaj u kontekstu međunarodno prihvaćenih standarda i preporuka Evropske unije

Abstract

U radu se predstavlja Programski budžet koji korisnici budžetskih sredstava primenjuju u celini od donošenja Zakona o budžetu Republike Srbije za 2015. godinu. Programski budžet sadrži programe, programske aktivnosti i projekte korisnika budžetskih sredstava, koji se sprovode u cilju efikasnog upravljanja sredstvima po predloženim programima, a koji doprinose ostvarenju strateških ciljeva u skladu sa ekonomskom politikom zemlje. U delu projekata koji su podržani sredstvima EU za pretpristupnu pomoć (IPA), programski budžet daje mogućnost da se projekti koji su podržani sredstvima (IPA) posmatraju u okviru širih strateških ciljeva korisnika budžeta. Programsku strukturu budžeta čine tri programske kategorije: program, programska aktivnost i projekat. Program je skup mera koje korisnici budžetskih sredstava sprovode u skladu sa svojim ključnim nadležnostima i utvrđenim srednjoročnim ciljevima. Sastoji se od nezavisnih, ali tesno povezanih komponenata – programskih aktivnosti i/ili projekata. Utvrđuje se i sprovodi od strane jednog ili više korisnika budžetskih sredstava i nije vremenski ograničen. Programska aktivnost je tekuća i kontinuirana delatnost korisnika budžetskih sredstava, koja nije vremenski ograničena. Sprovođenjem programske aktivnosti se postižu ciljevi koji doprinose dostizanju ciljeva programa. Utvrđuje se na osnovu uže definisanih nadležnosti korisnika budžetskih sredstava i mora biti deo programa. Projekat je vremenski ograničen poslovni poduhvat korisnika budžetskih sredstava čijim sprovođenjem se postižu ciljevi projekta, odnosno programa.

The paper presents the Program Budget to budget users applied in entirety since the adoption of the Law on the Budget of the Republic of Serbia for 2015. The Program budget includes programs, program activities and projects of beneficiaries of budget funds, which are being implemented in order to effectively manage resources according to the proposed programs, which contribute to the achievement of strategic goals in line with the economic policy of the country. In the part of The Projects supported by the EU funds for pre-accession assistance (IPA), the Program Budget provides the opportunity for projects supported by IPA funds to be viewed within the broader strategic goals of budget users. The Program Structure of The Budget consists of three program categories: the Program, the Program activity and The Project. The program is a set of measures implemented by budget users in accordance with their own key competencies and established mid-term objectives. It consists of independent, but closely related components – program activities and/ or projects. Established and implemented by one or more budget users and is not time-limited. Program activity is a current and continuous activity of budget users funds, which are not time-limited. Implementation of program activities is achieved goals that contribute to reaching the goals of the program. It is determined based on the narrow definition defined responsibilities of budget users and must be part of the program. The project is a time-limited business venture for budget users whose implementation achieves objectives of the project or program.
