Uticaj MMF-a na normativni okvir, praksu odobravanja i nadzora nad programima finansijske pomoći Evropske unije za zemlje koje se suoačavaju sa finansijskim problemima

Abstract

Циљ овог рада је да се представи како је дугогодишња пракса одобравања финансијске помоћи Међународног монетарног фонда (ММФ) у већој мери утицала на успостављање система финансијске подршке Европске уније земљама које се суочавају са финансијским проблемима. Концепт тзв. условљавања, фазе и принципи процеса одобравања подршке од стране ММФ-а у оквиру програма струк- турног прилагођавања, недвосмислено су утицали на нормативни оквир и праксу додељивања помоћи како земљама чланицама Евро- зоне, и земљама чланицама које нису увеле заједничку валуту, тако и макро-финансијске помоћи трећим земљама. Штавише, улога ММФ-а у систему европског економског управљања и управљања кризом у земљама са финансијским потешкоћама видљива је не само у фази анализе економских перформанси земаља којима се одбрава помоћ, већ и у надзору у оквиру међуинституционалног аранжмана у којем поред ММФ-а, учествују и Европска централна банка и Европ- ска комисија („Тројка“). Међуповезаност институција ЕУ и ММФ видљива је и у условљавању финансијске подршке Уније земљама чланицама, а нарочито трећим земљама, постојањем функционал- ног аранжмана са ММФ-ом. У том смислу биће направљен осврт и на праксу одобравања макро-финансијске помоћи Србији, чије је одобравање такође било условљено добром сарадњом са ММФ-ом.

The aim of this paper is to describe the influence of long-standing practice of the International Monetary Fund (IMF) in granting financial assistance, which has significantly shaped the establishment of a system of financial support of the European Union to countries that are facing financial problems. The concept of “conditionality”, phases and principles of the IMF procedures under the structural adjustment program have unambiguously influenced the normative framework and practice of granting assistance to the Member States of the Eurozone, the Member States that did not introduce the common currency, and as well the provision of macro-financial assistance to third countries. Moreover, the role of the IMF in the system of European economic governance and crisis management in countries with financial difficulties is visible not only at the stage of the analysis of the economic performances and proscpect of the countries that have received the assistance, but also within the supervisory framework of the newly established interinstitutional arrangement between the IMF, the European Central Bank and the European Commission (“Troika”). The interconnectedness between institutions of the EU and the IMF is also reflected in the conditionality of Union’s financial support to Member States, and in particular to third countries, where a functional arrangement with the IMF is a prerequisite for disbursement of the aid. In that sense it would be useful to shed a light on the practice of granting macro-financial assistance to Serbia, which was also conditioned by cooperation with the IMF.
