dc.description.abstractTekst je posvećen uticaju građanskog društva, odnosno, nevladinih orga- nizacija (NVO) na uspostavljanje odgovorne vlasti i u njemu se izlažu rezultati istra- živanja koja su sprovedena u Srbiji i Kambodži tokom 2014. godine. Nalazi istraživanja ukazuju da NVO imaju mali uticaj na uspostavljanje odgovorne vlasti. U obe zemlje uočavaju se strukturne sličnosti u njihovim aktivnostima : one su depolitizovane i bave se javnim politikama, a ne političkom borbom; usmerene su na pojedince, a ne na grupe; bave se informisanjem, a ne mobilisanjem građana; i usmerene su na saradnju, a ne sukob sa vlas- tima. Pored toga, zajedničko ima je i to što ne uspevaju da aktiviraju dve grupe tradi- cionalnih mehanizama: (1) mejnstrim medije i (2) tradicionalne institucionalne meha- nizme koji obezbeđuju odgovornost vlasti. Upravo su to i pretpostavke uspešnog građanskog aktivizma. Prva pretpostavka tiče se tipa građanskog aktivizma. Depoli- tizovane građanske inicijative imaju male šanse da promene odnose moći u društvu i proizvedu političke promene. Druga pretpostavka tiče se institucionalnih mehanizama odgovornost vlasti. Bez tih mehanizama, kao što su nezavisno pravosuđe i slobodni mediji, mala je verovatnoća da će se uspostaviti odgovorna vlast.sr
dc.description.abstractThe article deals with social accountability, the role of civil society and nongovernmental organizations (NGOs) in establishing accountable government. I present the results of surveys conducted in Serbia and Cambodia in 2014. Research findings indicate that NGOs have minor impact on the setting up accountable government. In both countries we identified structural similarities: NGOs are depoliticized and deal with public policy, rather than political struggle; they are directed at individuals and not groups; they are dealing with informing, rather than mobilizing citizens; and are focused on cooperation, not conflict with the authorities. In addition, they fail to activate two groups of traditional mechanisms: (1) mainstream media and (2) traditional institutional mechanisms of government accountability. Those are exactly the assumptions for successful civic activism. The first assumption concerns the type of civic activism. Depoliticised civil initiatives have little chance to change the power relationships in society and produce political change. The second assumption relates to the institutional mechanisms for government accountability. Without these mechanisms, such as an independent judiciary and free media, it is unlikely that accountable government will be established.en
