The aim of this paper is to highlight the fact that one of the crucial reasons for the weak state of public-private cooperation, particularly in the form of public-private partnerships, and thus the local economic development, is institutional confusion in the system of public administration and the network of institutions responsible for local economic development and promotion of competitiveness. While strategic planning exists at local and regional level, it is noticeable that there are underdeveloped regulatory powers of municipalities and cities, while on the other hand, in the forest of local actors which mission is to promote economic development, those who should provide technical and operational support to the selection and implementation of projects are missing. The author attempts to present the shortcomings of the institutional structure for cooperation between the public and private sectors in the choice of financing instruments for local economic development, in particular public-private partnerships, as well as to point out some useful comparative examples of good practices in order to improve the existing institutional framework.en
